Can't open Chrome OS XKB background page on chrome://inspect/#extensions

What steps will reproduce the problem?
(1) Convert the devices into pad mode.
(2) open chrome://inspect/#extensions
(3) Search "Chrome OS XKB" extension then click "inspect"


What is the expected result?
Open "Chrome OS XKB" extension background page. Then we can debug the extension.

What happens instead?
The background page. Chrome flashed. It seems chrome crashed.

I find the bug when I am investigating  crbug.com/779915
