Chrome OS: 10032.21.0/ 63.0.3239.26 dev channel eve device

Steps:
1. Open Chrome settings window> Displays> Resolution
2. Now switch to tablet mode and rotate the device by 90 degree.
3. Again switch back from tablet mode to normal device mode.

Actual behavior:
In both steps 2 & 3: Resolution and Orientation settings are disabled on settings window

Expected behavior:
Resolution and orientation settings must be enabled for the user when in tablet mode as well as after switching back from tablet mode.
