When opening pdf, chrome thinks it's a jpg

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. open file:///C:/d%20discover.pdf
2. Tab title is d.jpg

What is the expected behavior?

What went wrong?
Tab title is d.jpg

Did this work before? N/A 

Chrome version: 62.0.3202.75  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

Likely because the PDF has a title that says "d.jpg". It's like having a webpage with <title>d.jpg</title> inside. We can check if you provide in PDF in question.
