Steps to reproduce the problem:
1. Select bookmark in Chrome
2. Click "Save to Home Screen."
3. A message appears reading "saving to home screen" but nothing actually happens.

What is the expected behavior?
An icon for the bokmarked site should appear on the home screen when this command is invoked

The "Save to Home Screen" function worked properly on my Pixel C while it was running the Nougat (Androud version 7) OS. This issue first materialized when my tablet was "upgraded" to Oreo (Android version 8). Also, Save to Home Screen works properly on my Motorola Moto G smart phone.
