Milo doesn't pick up changes to project ACLs

Issue description

It appears that if I make a change to a luci-config project ACL (e.g. add another 'access' line to https://chromium.googlesource.com/infra/infra/+/infra/config/project.cfg#5), Milo will never pick it up.

(Happened with some internal project where access is actually restricted).

It probably lacks /admin/config/cache/manager cron (per https://godoc.org/go.chromium.org/luci/appengine/gaemiddleware#hdr-Cron_setup), but I'm not 100% sure.
