Tapping on status bar does not scroll the page to the top

Issue description

App Version (from "Chrome Settings > About Chrome"): M62
iOS Version: iOS 11
Device: iPhone

Steps to reproduce: 
1. Load a page which does not fit the screen
2. Scroll the page
3. Tap on status bar

Observed behavior: 
Page does not scroll to the top. The top part is covered by the toolbar.

Expected behavior: 
Page should scroll to the top.

Additional comments: 
This feature used to work in older version of Chrome even after switching to WKWebView. I don't know when it regressed.
 
Kurt, can we fix this in the new Fullscreen implementation? Fixing the old code is probably unnecessary at this point.
