SoM Feature Request - Surface diabled tests with closed bugs

SoM is going to be adding a feature where you can disable tests via the SoM UI. With this disabling feature, it will also have access to bug information for the disabled test. 

It would be nice if SoM could also use this bug information to surface disabled tests linked to closed bugs. I know for telemetry this would be a very useful feature as there is no enforced procedure (that I am aware of) to check on disabled stories.

This requires a bit of design work - it's not immediately obvious how to do this efficiently, how to surface it in the application UI, or when to do the checks (we normally only analyze build step failures, and if the test is disabled it presumably isn't failing etc).

It does sound generally useful though.
