No tab loading icon for loading frames

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36 Steps to reproduce the problem: 1. Go to page with <frameset> or <iframe> 2. Reload sub(i)frame What is the expected behavior? The browser tab's loader starts spinning, as it does for reloading the top frame/entire page. What went wrong? There's absolutely no indication of any part of the page loading. It's very confusing. Did this work before? N/A Chrome version: 62.0.3202.75 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Not where I encountered it, but still applies: * frameset: https://webblocks.nl/tests/frameset.html * iframe: https://webblocks.nl/tests/iframe.html
