Add mousewheel events to tabs

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Have an app that has media playing with volume that can be controlled. 
2. Be in another tab.
3. Try to lower the volume by using the mousewheel on the tab.
4. There is no browser api for that.

What is the expected behavior?

What went wrong?
It would be nice if mousewheel on a tab sent a signal that can be used in the tab's site's javascript. Controlling volume is one example where it can be useful.
