Don't count cross-origin navigations as separate sessions

For the purposes of WebAPK.Session.TotalDuration, we should count off-origin navigations (that open with the CCT toolbar) as part of the same session, and count it towards the total duration of that session.

For example, today:

WebAPK a.com (10s) > navigate to b.com (45s) > return to WebAPK a.com (20s)

Would log two records in WebAPK.Session.TotalDuration, one of 10s and one of 20s.

This is proposing to log that instead as a single record of 10+45+20 = 75s.

Oh this is actually a little different from  issue 769728 
I'm not sure how easy this one is to implement though
