Feature request for enforce screen mirroring settings

Issue description

Product: Chrome OS

Description: 
Admin console control of ORG UNIT group policy for chrome://settings/display to force screen mirroring to connected external display. Also, and/or, a default policy to prevent the end user from changing any settings without password override of the Admin. 

Use case: 
In the classroom, a student needs an external USB powered display to mirror and allow visual accountability. Right now the only way to set the preference is at the user level for a single device - which the user can then override and disrupt. An Admin policy would be practical for the whole ORG UNIT in device management policies also in retail settings for digital signage etc. Also students need to focus on curriculum and not be distracted by customizing settings. 

Motivation: 
This is useful as a time saver for the Admin to control the right display settings for external displays. This is helpful for visual accountability in test taking situations or classroom management. Uncertain if this is a widespread global application or not. At a minimum need a default policy for the Admin to block the end user from making any settings changes without an override password. 

Existing workarounds: 
Admin/user must go to chrome://settings/display and manually override the setting to force external display for mirroring.
