OperatingSystemVersionNumbers is behaving incorrectly on Chrome OS

It turns out that OperatingSystemVersionNumbers behaves differently on different platform:

On non-android, non-chromeos, non-macosx linux (posix), this returns kernel version. On chrome os, this returns chrome os release (10080.0.0). On the rest of linux os, this is not supported.
