White Boxes blocking content and flickering ONLY in Google Chrome on Windows 10

Reported by mconway-...@apogeeiq.com, Oct 31 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
https://app.apogeeiq.com

Steps to reproduce the problem:
1. While on a Windows laptop connected to an external monitor, log into site, pull up a screen using a Kendo grid.
2. Click edit on a record to trigger a modal pop-up.
3. A white/flickering box appears behind the modal, obscuring the main page of the application.

What is the expected behavior?
I do not expect to see the flickering box. I do not see it when I'm on my laptop--only on the external monitor display. I found the issue in the Google help forum:
