storage_test_1 no longer work

Issue description


1 open crosh (ctrl-alt-t)
2 run storage_test_1
3 run storage_test_2

Both return failure. The feature was launched in 2013 https://bugs.chromium.org/p/chromium/issues/detail?id=234860

I tried it on Eve, storage_test_1 execute but did not do anything
storage_test_2 returns 
"/sbin/badblocks: No such file or directory while trying to determine device size"

I also reported that it did not work in Chell

- storage_test_1 does not do anything:
  expected. 
  storage_test_1 is running internal disk self test.
  Only SATA devices have self-tests, so it will be a noop for NVMe or eMMC devices.


- storage_test_2 returns an error: see 780065

1) For chell device I see no error but no test output:

2) For cyan device I see the test output and 'Completed without error':
