Issue description

Chrome Version: 63.0.3239.20
OS: ChromeOS Panther

What steps will reproduce the problem?
(1) Open Task Manager & enable the Memory, Private, Shared and Swapped columns.
(2) Ensure that the system has lots of memory free (i.e. is not busily swapping).
(3) Launch a new tab.

What is the expected result?

Expect that new processes start with zero Swapped memory.

Expect that Memory, Shared and Private are considerably different, in general.

What happens instead?

Task Manager shows the process (after a brief delay) with 20MB of swapped memory (issue 780069).

All of Memory, Shared and Private are approximately the same, e.g. at present by GMail tab shows 280MB Memory, 285 MB Shared and 281 Private, suggesting that we're accounting most memory toward all three numbers.
