Description: unable to play video downloaded from https://www.khanacademy.org/

Steps to reproduce: 
1) Download the video
2) Try to reproduce it 
3) The error message shows

Current Behavior / Reproduction: 
on the screen is displayed: "An error occurred. Click to restart from the beginning"

Expected Behavior: 
being able to play video

workaround:
enable the flag
chrome://flags/#disable-accelerated-video-decode

I've tested on a Glimmer (64 bit) with this versions :
53.0.2785.154 (64 bit)
58.0.3029.78 (64 bit)
62.0.3202.74 (64 bit)
63.0.3239.20 (64 bit)
and it's not working
instead on a veyron_minnie(32 bit) is working
Version: 61.0.3163.123 (32 bit)

if the video is converted in any way it works, for example:
