Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36 Steps to reproduce the problem: 1. Click on new tab 2. 3. What is the expected behavior? Users may have the ability to arrange the thumbnails of favorite websites in a new page tab for their convenience. This is missing. What went wrong? No option for arranging the thumbnails in the new tab page. Did this work before? N/A Chrome version: 62.0.3202.75 Channel: stable OS Version: 8.1 Flash Version: Let chrome be the best web browser. This feature is available in Firefox at least.

This feature existed in the past (several years ago), but was removed in the last big NTP redesign because apparently it didn't get much usage. That said, there are some efforts to improve the customizability of Chrome, so we'll consider this feature request for the next NTP iteration.

Why is bug 577141 view restricted? Because Chromium is not open...? (I mean, it's not a security bug or anything.)
