What steps will reproduce the problem?
(1)Sign into user and Sign out.
(2)Suspend the device -> resume it back and observe the white glanced screen(please refer video)

Actual: Unnecessary white glance is seen when screen resumes.
Expected:On resuming, no such white glance screen should be seen

This is a Regression issue as same is working fine in 64.0.3249.0/10066.0.0 dev channel Daisy

Note: Issue is not seen in Windows,Linux OS
