Regression: Delay is seen while changing wallpapers

Chrome Version:64.0.3253.0/10082.0.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build ->Sign into user ->On screen,Right click ->Set Wallpaper ->Set any sample wallpaper and Observe

Actual: Delay is seen while changing the wallpaper
Expected: Change in wallpaper should reflect immediately.

This is a Regression issue as same is working fine in 64.0.3249.0/10066.0.0 dev channel Daisy

Note: Issue is not seen in Windows,Linux OS
