Regression:Chopped blue line focus is seen for 'US Keyboard' section text in Uber tray

Chrome Version:64.0.3253.0/10082.0.0 dev channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build ->In OOBE screen ->Click on Uber tray
(2)Press Tab and Observe the focus on 'US Keyboard'(Please refer screenshots)

Actual:Chopped blue line focus is seen
Expected:Rectangular focus should be seen

This is a Regression issue as same is working fine in 63.0.3238.0/10028.0.0 dev channel Candy

Note: Issue is not seen in Linux,Windows OS

Repro'ed this issue on my device. Not necessarily to be a Recover Build. And can just press tab and observe on the sign in screen. 
Min, could you help bisect?

Still able to reproduce the issue on latest ToT 67.0.3383.0/10537.0.0 dev channel Candy,Peppy and Celes.
