Tested this on the latest stable(62.0.3202.75) on Windows-10 Dell touch laptop.

Unable to repro the issue, clicking the URL pinged in gmail chat or skype app added from Webstore, and when bookmark bar is already in shown state(Ctrl+Shift+B), Bookmark bar is displayed without any issues in the new tab.

amit.hande@: Could you please check the same in the latest stable(62.0.3202.75) and confirm if this is still an issue.
