Bookmark bar is not displayed if we click on any URL from chat application

Issue descriptionChrome Version: Version 61.0.3163.100 (Official Build) (64-bit) Chrome OS Platform: Windows/laptop Network info: <network, encryption type, router model (if known)> If we hit/click on the URL which is shared in chat application(like skype) then bookmark bar is not displaying in newly opened chrome window. Steps To Reproduce: (1) Click on any URL from chat application (2) Observe the bookmark bar on new window Expected Result: Bookmark bar should display. Actual Result: Bookmark bar is not displaying How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) What is the impact to the user, and is there a workaround? If so, what is it? Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Tested this on the latest stable(62.0.3202.75) on Windows-10 Dell touch laptop. Unable to repro the issue, clicking the URL pinged in gmail chat or skype app added from Webstore, and when bookmark bar is already in shown state(Ctrl+Shift+B), Bookmark bar is displayed without any issues in the new tab. amit.hande@: Could you please check the same in the latest stable(62.0.3202.75) and confirm if this is still an issue.
