Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open google chrome
2. Go to any video website (ex:youtube)
3. 

What is the expected behavior?
the picture should be clear

What went wrong?
the picture especially anything brightly colored is blurry due to being way too bright

Did this work before? N/A 

Chrome version: 61.0.3163.100  Channel: n/a
OS Version: 10.0

Unable to reproduce the issue on Windows 10 using reported version #61.0.3163.100, latest chrome Stable #62.0.3202.75 & latest Canary #64.0.3253.2

Followed below steps:
1)Opened google chrome ->Navigated to www.youtube.com
2)Played video and observed picture is clear 

josephmore21@ Could you please confirm are you able to reproduce this issue consistently? Please recheck this issue by creating a new profile under chrome://settings with no apps or extensions by upgrading to latest Stable version #62.0.3202.75. If possible please provide screencast of the Issue.

Please update the thread if issue still persists
