Issue description(10/30's updated version) version 64.0.3242.0(officail build) unknown (32 bit) Platform 10044.0.0（official build) dev-channel kevin test Firmware Google_Kevin.8785.220.0 REPRO STEPS: 1.(Have added some VKs)DO NOT enable #Virtual keyboard. 2.Turnover the laptop ->Put cursor in any input-box ->Open HW layout->Draw anything. 3.Click HW icon from opt-in menu ->Draw anything. Actual: 2.1 No any response. 3.1 No any response. Note: This issue not repro on Link.
