Chrome always downloads rather than opens PDF files

1. Ensure chrome://settings/content/pdfDocuments is set to open PDF files.
2. Go to https://blog.google/documents/6/google_US2016election_findings.pdf via the omnibox.

Chrome downloads the PDF rather than opening it in the current tab.

I have Chrome 62.0.3202.75.

May be a downloads issue? Server returned "Content-Type: application/octet-stream" FWIW. Whereas for http://www.pdf995.com/samples/pdf.pdf  the server returned "Content-Type: application/pdf".

BTW, no need to CC yourself on Chromium bugs you file.
