What steps will reproduce the problem?
(1) Turn on chrome://flags/#secondary-ui-md and chrome://flags/#show-all-dialogs-with-views-toolkit
(2) Switch system language to German or Hebrew
(3) Launch Chrome and navigate to apple.com
(4) Click the security indicator to get the Page Info dialog
(5) Click the link to see the collected cookies

What is the expected result?
All of the strings in the dialog should be in German or Hebrew.

What happens instead?
The dialog's title, sub-title, and "no cookie selected" placeholder text are all in English. If you click Blocked, the dialog's sub-title for that pane is also still in English.

I thought this was perhaps a matter of strings not yet being sent out for translation (that could still be the case), however these strings are localized if you run the dialog in Russian.
