The message "Swipe down from the top to exit fullscreen"

Issue description

Steps to reproduce the problem:
1. Go to any page that requests fullscreen

What is the expected behavior?

What went wrong?
This message is shown every single time that the user enters/exits fullscreen.  For experiences where it is expected that the user may frequently enter/exit fullscreen, this is undesirable.

Did this work before? No 

Chrome version: 61.0.3163.100  Channel: n/a
OS Version: 
Flash Version: Shockwave Flash 27.0 r0

I believe this happens on every page using requestFullscreen, on any version of Android, on all versions of Chrome within the last few years.

I can specifically repro this on https://davidwalsh.name/demo/fullscreen.php using Chrome 62.0.3202.73 on Android 6.0.1.

Tested the issue using #62.0.3202.73 on Android 7.0.0; SM-J710F Build/NRD90M and could reproduce the issue.

Steps Followed:
1. Launched Browser
2. Navigated to https://davidwalsh.name/demo/fullscreen.php
3. Observed error message on every launch.

This seems to be a Non-Regression issue as same behavior is seen since M58. Untriaged for further input's on this issue.

To be clear, I'm fairly certain this is implemented as it was intended, but
the intention is what is in question here: it is aggressive to the point
that it creates an invasive user experience when entering/exiting
fullscreen frequently.
