turn down test-results python module

It appears to only handle /internal/monitoring/upload these days, and that endpoint is only hit by the go runtime when it enqueues a task to write an event to the event_mon pipeline (for dremel, I believe) after writing it to BQ from the go request handler.

There appears to be some filtering logic in the python module that was difficult to port to Go. Dig into that.
