Record and display build hierarchy (Parent/Children relationship)

On a build page, if a build was triggered by another build, display a link to the parent build.

I think we could establish "parent_build" buildbucket build tag which is a ID of the parent buildbucket build (on the same buildbucket host). Then, Milo could use that to provide a link to the parent build.
