The auto-add code for search engines should check if the current page is one that the IntranetRedirectDetector would flag, and not auto-add if so.

Otherwise, if users manage to navigate to such sites, they can wind up with search engines that squat on common words.

By default typing these into the omnibox should search, so it shouldn't be the default that users can bootstrap themselves into this state, hence P2.
