Text rendering differs based on position

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. Open http://jsfiddle.net/krxkvkbm/
2. Use Windows magnifier to zoom (or screenshot and blow it up)
3. Observe that the right edge of the number "4" is rendered differently in the first occurance than in the second occurance (there are other differences but that one is most noticable)

What is the expected behavior?
Instances of the same character should render the same. This is particularly noticable with my red on gray example and results in different presentation based off of what content I'm displaying in my app. We have received feedback about this from clients as it relates to the readability of fonts in this situation.

What went wrong?
Characters are rendered differently depending on their horizontal location.

Did this work before? Yes 58.0.3029

Does this work in other browsers? No
 IE11

Chrome version: 62.0.3202.75  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

This appears to be a regression between versions 58 and 59. The issue still occurs in Canary (64.0.3253.0). This issue does not occur in Firefox 56.0.2

Able to reproduce this issue on reported version 62.0.3202.75 and latest canary 64.0.3254.0 using windows 10
