For Eve, implement Marketing Email Opt-In via Get Help App |

Issue descriptionFollowing up from the M61 Eve release - We would like to enable an opt-in to marketing emails via the Get Help app. This was previously punted from the crbug.com/713830 launch as the backend was not yet available for end to end testing. Ideally in the future, this opt-in should occur in the OOBE workflow in conjunction with other Google marketing opt-ins, but given current timelines, the Get Help implementation has been proposed as an interim solution.
