Notifications not working Chrome 62+

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. Go to site using standard notifications, eg http://mdn.github.io/emogotchi/ which is linked in the documentation: https://developer.mozilla.org/en-US/docs/Web/API/Notification/Notification

What is the expected behavior?
It should show notifications like in other browsers, like before.

What went wrong?
I don't even see the setting and it is blocked when clicking the link:

Chrome version: 63.0.3239.18 (Official Build) beta (64-bit)  Channel: beta
OS Version: 63
