Print settings - Print settings page does not change when WiFi has changed. It has to be open in new browser window.

Issue description

'ADD NEARBY PRINTER' list does not refresh after WiFi has changed,and user is stuck with it,  even if Print settings page is refreshed. New browser tab/window shows the new state. That way I can have multiple setting pages showing different lists. I am forced to close the previous settings page.

To reproduce:

1) Add the printers on one WiFi ssid, and confirm they show on the chrome://settings/cupsPrinters
2) Switch to another WiFi ssid
3) Try adding nearby printers - same as before(on prev WiFi) are present
4) Refresh the settings page - same as before are present

Tested with tip of tree.

Switching from GoogleGuest to ICanHazPrints, nearby printers list was not populated.  However after opening a new chrome window, the list was populated.

Tested on Caroline again with tip of tree.  This time, I see the OnServiceUpdate and OnDeviceCacheFlushed events when network changed, and the printers are populated in just a tick of the time.

I think the reason why I didn't see this on Friday was because I mistakenly used release software which I thought it was tip of the tree.

Seemed like the fix crrev.com/786929ad1cfbc97962ff5672e2469460ff535f41 fixed the problem of printers not showing after switching network.  We verified with the build before the fix and after the fix.

A UI bug is filed to add a progress indicator: crbug.com/817103

Problem appears to have resurfaced in recent builds.  Investigation needed.
