Print settings - ADD PRINTER triggers either 'Add printer manually' or 'Add nearby printers', when nearby printers are present

Issue description

If nearby printers are present, clicking  ADD PRINTER triggers either 'Add printer manually'(1) or 'Add nearby printers'(2) depending on which one was cancelled before that. (1) is always first when first time click. (1) is always the behavior if no nearby printers are present.

To reproduce:
1) On chrome://settings/cupsPrinters click 'ADD PRINTER'
2) On 'Add a printer manually' box, click CANCEL
3) Click 'ADD PRINTER' again
4) Observe - 'Add anearby printer' box is present
5) Cancel and click 'ADD PRINTER' again
6) Observe - 'Add a printer manually' box is present

This behavior is ONLY when nearby printers are present.

I can confirm this is still an issue.  I think this is a result of trying to switch off of Nearby when we don't detect any printers.  But we do that before the scan completes.
