"Showing history from your signed-in devices." string is missing in History screen.

Steps to reproduce:
  1. Launch Google Chrome
  2. Sign in with any test account that contains history
  3. Wait for Sync to finish
  4. Tap Menu → History

Observed results: Observe that "Showing history from your signed-in devices. Learn more" string is not displayed in History screen

Expected results: "Showing history from your signed-in devices. Learn more" string should be displayed in History screen.

Yes, this was intentional and done in this CL:
