Changed behavior on Public session start

Issue description

Chrome Version: 61

Issue: Pressing "Enter" to start Public session opens the "Learn more" link, pressing "Enter" multiple times causes devices to crash after opening multiple "Learn more" small windows

Steps to reproduce:
1. Turn on device 
2. See PS icon 
3. Press Enter 
4. PS icon expands to more info; 
5. Press Enter 
6. Dialog with "The device admin may monitor the following:" comes up, every time Enter is pressed. These windows stack up and can cause the device to crash at some point when too many are open. 
7. These windows can be closed only form the [X] button; 
8. To open the Public Session you have to click the (->) Forward arrow. 

Previously the users could access Public session by directly via these steps:
1. Turn on device 
2. See PS icon 
3. Press Enter 
4. See ToS 
5. Press Enter to accept 
6. See Public Session content 

What is the impact to the user, and is there a workaround? If so, what is
it?
Impacts all users as the new flow contradicts the official documentation as well:

"When the user clicks a public session pod, it expands to show the domain name of the organization that manages the session.
When the user clicks Enter, their session begins and they can start browsing the web."

I can reproduce this issue on my test device (HP Chromebook 13 G1):

Chromebook becomes unresponsive after dialog with "The device admin may monitor the following:" stack up 6-7 times. 
I Have the same problem here.

Our public sessions need to be easy to login to.

The issue was reproduced on the following:

Chrome Version: 63.0.3239.34
OS: ChromeOS 10032.26.0
Device: Kip
