Scrollbar handles showing in textarea and divs when using overflow-y: auto and reducing browser size to 90%

Issue description

Chrome Version       : 62.0.3202.75 (Official Build) (64-bit) 
Operating systems    : WINDOWS 10 (reproduced on two machines)
Also testing on:     : Mac OSX Sierra, however it does not show up here.

URLs (if applicable) : N/A - see attachment
Other browsers tested:
  EDGE, FF, Safari All OK

Previous version of Chrome: 61.0.3163.100 does not show the error.

What steps will reproduce the problem?
(1) Open a page with a textarea field
(2) Reduce browser size to 90% 
(3) Set textarea to have overflow-y: auto

What is the expected result?
There should be no scroll bar when the text field is empty and user reduces or increases browser size.

What happens instead?
The scroll bar will appear at certain zoom % sizes when reducing in size and is not placed correctly inside the borders of the textarea (see attached).

Able to reproduce this issue on reported version 62.0.3202.75 and on latest canary 64.0.3254.0 using Windows 10 and Ubuntu 14.04. Issue is not seen in Mac 10.12.6

You are probably looking for a change made after 492372 (known good), but no later than 492373 (first known bad).

@szager: Please confirm the issue and help in re-assigning if it is not related to your change.

This issue looks similar to  Issue 777095  and  Issue 772380  .

Adding RB-Stable for M-62 since this is regressed in M-62 and there are similar issues being reported. Feel free to update blocker if someone feels otherwise.
