Non-Regression : 'Uber Tray' Tool tip should be seen on hovering mouse pointer at 'Uber Tray' Icon

Chrome Version: 63.0.3239.26/10032.21.0 dev-channel Daisy,Reks and Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Hover the Mouse pointer on 'Uber Tray' Icon(At 'Wi-Fi' or 'Battery' or 'Profile picture') at bottom right or beside the Notification Icon and observe for Tool tip(Please refer Video and Screenshot)

Expected: ''Uber Tray' tool tip should be seen
Actual: Instead 'Uber Tray' tool tip is seen missing

This is Non-Regression Issue seen from M-55

@tbuckley: Please confirm the behavior

Note : 
1.On hovering mouse at time, Day,Date,Month and Year is seen
2.Issue is seen on latest M-64+

We refer to it as "Status menu" in the keyboard overlay (Ctrl+Alt+?).

Low priority, and should probably be fixed along with Issue 665300
