What steps will reproduce the problem?
(1)Sign into User and sign-out->In sign-out screen click on 'Add person' 
(2)Turn off Wi-Fi from Uber Tray->'Network not available' page is seen 
(3)Now again Enable WiFi and Observe (Kindly refer video)

Expected: After WiFi is connected, Sign in page should be seen directly
Actual:Instead, it redirects to 'Network not available page'once again and then to Sign in page 

This is a Regression issue broken in M-61

@alemate : Please confirm the issue

Note: 
1.Issue is also seen on latest M-64
2.Issue is not seen in Windows,Linux OS
