Focus is lost after hitting Enter key on NTP.

Chrome Version: 64.0.3253.0 Revision 3163a676b23fd74bf3d1c5c13a1141d26d8dd6aa-refs/heads/master@{#512377}(32/64bit)
OS: Mac(10.12.6,10.13.1), Win(7,8,10) Linux(14.04 LTS).

What steps will reproduce the problem?
(1) Launch chrome, open NTP and Press 'Tab' key upto focus reaches to 'Close' icon of thumbnail.
(2) Hitt 'Enter' key (thumbnail gets removed), Observe.

Actual: Focus is lost after hitting Enter key.

Expected: Focus should not lost after hitting Enter key.

This is a non-regression issue, seen from M-64(64.0.3248.0)

Not sure what the expected behavior should be. I guess move focus to the next tile? Doesn't seem high-prio though.

In M69, thumbnails were replaced with icons. Similar focus issues were recorded and addressed in issues  873978 ,  882335  and  883228 . Note that we explicitly don't return focus to the Omnibox because it could steal focus from other windows.
