REPRO STEPS:
1.Switch to any Input Tool, e.g. US
2.Click language menu list, select Emoji button(the Emoji layout pops up directly) 
3.Open opt-in menu in shelf-> Click Emoji/HW icon


ACTUAL RESULTS
