It looks file system is broken. Two '.' exists. Removed all i could of c:\b, issued a chkdsk which fixed some filesystem issues, removed the remainder of c:\b, and then re-bootstrapped the bot. First build post fix: https://build.chromium.org/p/chromium.fyi/builders/CrWinGoma%28loc%29/builds/7517
