Support H265 encoder in MediaFoundationVideoEncodeAccelerator

According to MSDN https://msdn.microsoft.com/en-us/library/windows/desktop/mt131743(v=vs.85).aspx, it looks like a low-hanging fruit to support H265 in MediaFoundationVideoEncodeAccelerator.

The benefit of supporting H265 is not significant for now. AFAIK, OpenH264 does not support decoding H265 yet.
