browser back disabled on chrome desktop when new tab opened

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Visit any website on desktop device
2. Open a link from that device in new tab 
3. Browser back disabled.
4. do above 3 steps from any mobile device, the browser back would remain enabled

What is the expected behavior?
Browser back should remain enabled for desktop devices too.

What went wrong?
This confuses users. If someone lands from X page to Y page by opening Y in new tab. They can't go back using browser back whereas they can do it in mobile devices.

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #62.0.3202.62 and latest canary #64.0.3253.0.
This is a non-regression issue as it is observed from M50 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
