Chrome eats a lot of memory on resume from hibernation

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.0; rv:52.0) Gecko/20100101 Firefox/52.0

Steps to reproduce the problem:
I don't have steps to reproduce this.

What is the expected behavior?

What went wrong?
I am running Chrome with a bunch of tabs open. I have about 70 chrome.exe processes running over the last several days. For the last 5 days every time I resume this Win 7 x64 desktop it crashes with out of memory messages. I look in resource monitor and each Chrome process is taking 500 mb instead of 50-100 mb per tab.

Attached is a screenshot after Windows terminated the processes. Have you ever seen anything like this? I use Chrome every day so I assume this has happened within the last two releases since it's 5 days now this has happened.

I can't really bisect this. I have other work to do and I can't just reboot this desktop all the time, I would lose too much time.

There are some fixes coming, but 62.0.3202 stable is a known problem build for this one. I think the next stable push should have at least the partial fixes in place.
