zooming in via touchscreen should make scrollbars appear

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
on Windows devices that have touchscreens, when you zoom in using your fingers on the touchscreen, scroll bars should appear. Edge does this an it is the correct behavior for zooming via touchscreen

What is the expected behavior?

it's worth mentioning that Chrome for Android already does trigger both vertical and horizontal scroll bars when you zoom in using your fingers on the touchscreen

This is actually a bug, but it's long standing and difficult to fix. I'd like to at some point but not sure when that'll happen. Duping into original for now but thanks for filing.
