Wheel scroll not work in Chrome for windows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
www.e-itaca.es

Steps to reproduce the problem:
1. www.e-itaca.es
2. with the cursor on my page... turning the mouse wheel and the page does not move
3. Other browsers work fine

What is the expected behavior?
scroll wheel scroll my page

What went wrong?
The scroll wheel does not work on my page www.e-itaca.es.
The mouse wheel works on other pages. In other browsers my site works fine. If I put the cursor over the area of the scrollbar everything works fine.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes not sure

Does this work in other browsers? Yes

Same thing happens with my site (lostcabin.beer) works as normal in other browsers, wheel works if I mouse-over the side scroll bar, but not over the main window

Able to reproduce the issue on the latest canary(64.0.3253.0) and the latest stable(62.0.3202.75) on Windows-10 and Linux Ubuntu 14.0. Works fine on Mac OS 10.12.6.

This is regressed in M-61.

Last good build: 61.0.3137.0
First bad build: 61.0.3138.0

no, this can't be related to my change (nor the other one in the bisect range). Are you sure you bisected correctly? Why is that p1 anyways?

I Couldn't reproduce the issue on 63.0.3239.132(Official Build) on Windows-10. ajha@ could you please check if this is still producible or not? if yes, please send an example URL.

Cannot reproduce. Likely this was a scrollLeftTopInterop issue that was fixed by the site author.
