Grant access to "allow access to file urls" checkbox for force installed chrome extensions

Issue description

Version of Google Chrome: 61.0.3163.100 (Official Build) (64-bit)

When a Chrome extension is force installed through the Google Admin Console the "allow access to file url's" checkbox is hidden for end users, meaning users cannot allow their extensions to access local files. The Chrome Web Store Developer team say this is hidden because the user does not have permission to change this setting: https://chromium.googlesource.com/chromium/src/+/a15e92ad1b93e1cef860f7a2f4247f110277e946

My extension relies heavily on access to local file urls, and is mostly installed in organisations through Google Admin Console.
There does not appear to be a setting in Google Admin Console to either:
 
1. Grant the user permission to change this setting themselves.
2. Force the setting to be applied to the extension by default.
