can't switch tabs until windows taskbar is shown

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: It is intermittent, to say the least: 0. set taskbar to auto hide 1. open chrome fullscreen with several tabs open 2. attempt to switch tabs clicks on tabs don't do anything - expect to be able to switch tabs 3. slide pointer to the bottom of the screen to taskbar auto unhides at this point, the clicks on tabs previously attempted all suddenly happen What is the expected behavior? click on tabs switches tabs What went wrong? they don't happen until the taskbar is unhidden Did this work before? N/A Chrome version: 61.0.3163.100 Channel: n/a OS Version: 10.0 Flash Version: quite bizarre behaviour...perhaps other actions in Windows actually free it up, but I've not noticed. Could be a Windows problem, I guess, but I've not seen anything similar with other applications.

I'm afraid I don't use other browsers, but I can accept your observation that it occurs on other browsers too. If you, by chance, have a link to the problem on Microsoft's "crbug.com", I'd appreciate it. Otherwise, thanks for checking and please close this.
