[A11y Assessment - Omnibox] Security Chip contents not read

Issue description

Google Chrome 64.0.3251.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 1607 Build 14393.1770
NVDA 2017.3
JAWS 2018.1710.42 private preview release
ZoomText Private Beta -  11.7.11.410

# Launch AT software and Chrome
# Use F6 to get into the Omnibox, shift-tab back to the Security Chip
# Press space to collapse the chip contents
Expected: text can be read
Actual: none of the text is read by NVDA, JAWS, or ZoomText. 

I have also merged a Mac-specific bug for this issue into this bug. At the time (Oct 17th) I reported that this happened for macOS Sierra version 10.12.6 with VoiceOver 7.0 (477.40.6) 
Google Chrome 64.0.3241.0 (Official Build) canary (64-bit) 
I also reported that this did NOT happen for JAWS, so there might be a regression with that. 

Please let me know if you'd like me to look into the regression further/bisect, etc.

Taking (vs. letting it be stale) to investigate, but I can't seem to get sound working remoting into my windows pc if someone wants to take and verify.
